TERMS OF SERVICE, CIVIC GOVERNANCE & RATE CARD
St. Sovereign LLC | InfraSonic Data Systems | CA Watchdog Desk
Establishing operational policy across three primary domains: Community Rights & Resident Protections, Infrastructure Technology & Telemetry Usage, and Civic Architecture & Media Licensing under SOP-MEDIA-001.
1. Operational Governance Triad
Resident Rights & Whistleblower Safety
Protecting individual civic contributions, localized environmental disclosures, and resident data privacy. All public feedback, community inquiries, and grassroots telemetry submissions are handled under strict confidentiality safeguards.
Infrastructure Technology & Telemetry
Rules governing access to InfraSonic GIS shapefiles, subterranean plume modeling, grid strain telemetry, and automated transit data rooms. Unauthorized scraping or automated ingestion of underlying datasets is strictly prohibited.
Civic Architecture & Syndication
Framework governing enterprise media licensing, municipal planning audits, master engineering blueprints, and formal editorial desk syndication under SOP-MEDIA-001 protocols.
2. Master Investigative Catalog Scope (Ref: SS-MD-2026-CATALOG)
Licensing under SOP-MEDIA-001 grants access to pre-release telemetry, CPRA audit trails, and data rooms across our 6-Volume, 42-Module investigative catalog:
3. Media Governance (SOP-MEDIA-001) & Fee Schedule
All dispatches, catalog modules, and telemetry assets issued by St. Sovereign LLC are governed by the following execution guidelines and rate schedules:
Pre-Release Embargo Mandate
All preview materials, underlying telemetry, and draft dispatches remain under a strict publication embargo until formal execution and the mutual release date of August 26, 2026 at 12:01 AM PST.
Canonical Backlinking & Primary Source Attribution
Every syndicated installment, quote, or data extract must explicitly credit St. Sovereign LLC / CA Watchdog as the primary investigative source with a direct canonical backlink to cawatchdog.substack.com.
Communication Registry & Responsiveness Rubric (SS-MD-REGISTRY)
St. Sovereign LLC tracks partner responsiveness. Professional standards require a formal response from media desks—accepting, negotiating, or explicitly declining catalog pitches. Non-responsiveness is logged into SS-MD-REGISTRY and governs future preview eligibility across California markets.
Independent Newsroom Equity & Sliding-Scale Provision
To preserve journalistic equity and public-interest reporting, hyper-local outlets, non-profit newsrooms, independent journalists, and community publications qualify for sliding-scale fee reductions or full licensing waivers upon written application to the Chief Investigator desk.
