    SOP-MEDIA-001: Enterprise Media Access & Licensing Protocol

    Purpose

    1. Data Access Tiers & Telemetry Classification

    Tier 1: Public Dispatch (Open Access)

    Scope: High-level investigative summaries, formatted infographics, and serialized analysis available directly via open.substack.com/pub/cawatchdog.

    Licensing: Free public consumption and digital sharing under standard attribution terms.

    Tier 2: Editorial Media Package (SOP-MEDIA-001 Request Required)

    Scope: High-resolution visual assets, raw transcript files, background affidavits, and site-specific summary metrics suitable for newsroom syndication and co-publishing.

    Licensing: Granted under non-exclusive, single-use editorial licensing agreements.

    Tier 3: Enterprise Data Room & GIS Overlays (Restricted Access)

    Scope: Full 41-module data catalog, interactive GeoTracker/EnviroStor spatial layers, raw subsoil core sample laboratory reports, and unencrypted transmission audit logs.

    Licensing: Granted exclusively to credentialed newsrooms, litigation teams, and institutional researchers via signed Data Use Agreements (DUA).

    2. Credentialing & Verification Requirements

    • Professional Credential Verification: Applicants must provide verifiable press credentials, an official institutional domain email address, or formal legal representation filings.
    • Intended Use Disclosure: Requesters must submit a brief statement detailing the publication scope, broadcast timeline, or research purpose.
    • Chain-of-Custody Acknowledgement: Requesters must agree not to redistribute raw diagnostic files, spatial shapefiles, or underlying telemetry to unverified third parties without express written authorization from St. Sovereign LLC.
